Empowering Talent Across the Rio South Texas Region
October 24, 2025At the Adient plant in Lerma, the Metropolitan Automotive Cluster (Clúster Automotriz Metropolitano) held its working session with the participation of Norberto Morales, Secretary of Labor of the State of Mexico.
During the session, a Memorandum of Understanding (MoU) was signed between the Council for South Texas Economic Progress (COSTEP) and Clúster Automotriz Metropolitano, represented by Elisa Crespo Ferrer and Adam Gonzalez, respectively. Ramiro Escobedo Santoyo and Sergio Gracia Badiola served as witnesses to the signing.
COSTEP is a regional economic development organization that promotes growth, investment, and cross-border collaboration throughout South Texas.
The session also featured the participation of EMS Comercio Exterior, a consulting firm specializing in international trade, who presented insights regarding the ongoing consultation process for the USMCA (T-MEC) negotiations.

This agreement establishes a framework for investment attraction, supply-chain development, workforce training, and advanced manufacturing, connecting two of the region’s most dynamic automotive ecosystems — Mexico City–State of Mexico and Rio South Texas.
With nearshoring and USMCA opportunities on the rise, this partnership represents a decisive step toward building a fully integrated cross-border industrial corridor, where technology, innovation, and talent converge to power the future of mobility.
